California speedin and no proof of insurance ticket?

It was dark and raining. I just came off the bay bridge in SF and am positive I was driving below 40 on the bridge and between 40-60 when I got off the bridge. The cop was on 80E past fremont exit. He said I was at 67 in a 50 zone and also did not give me enough time to look for my proof of insurance. He said lets make this easy and quick and cited me for speeding and for no insurance and not no proof of insurance. He cited both as non-correctable. It this accurate? I don't think his radar reading isaccurate. How can I challenge this?

Here is my story . Don't be harsh to me because I know my driving is bad I have been driving with this car for 7 months. I paid premium coverage. I did hit a divider myself and then I claimed my insurance in order to get my car repaired ( this time cost like $3000) After that 3 months, I hit a car in a parking lot. Another driver claimed my insurance and the insurance company paid them $600 to fix their car. After that 2 months, I again hit another car in the parking lot. I renewed my insurance in Jan. Hi there does anybody else agree that insurance companies are a set of W******s? just had to insure a car after been in a co car for 2 1/2 yrs, previous to that i had my own insurance for 11 yrs and had no claims in that period, today i was told by severl different insurers that my no claims dosent count as i have not had any insurance in my own name in the last 2 yrs, thats taken the price of cover from 384 to over 700, does anyone think as i do that no claims should stay with you for life as long as you can prove that you have been driving say within the last three yrs so that the insurance companies cant make such massive profits by shafting law abiding careful drivers?

We don't do automatic payment with our insurance so sometimes we don't have enough to pay and twice we'd lapsed in three years. First time we paid the civil penalty on all three vehicles. This time? There's a three year limit; we had to turn in the plates for eight days (the amount of lapsing) and wait while using a rental car. My mother found out by getting pulled over and getting a ticket. We just got the new plates, new stickers, and are fine now. But she said when you pay the civil penalty you are cleared immediately in the system; if you get new plates and registration, is it the same? She said it can take up to three months until cops read that your registration is valid. I'm having an anxiety attack over this as I've never gotten pulled over and am terrified of cops and travel populated, cop traveled streets to my job. Thanks.
